Roles and Responsibilities

The National Council of Applied Economic Research (NCAER) is setting up a Centre for Research on Economic and Social Impacts of Climate Change in India, and policies to strengthen resilience and adaptation to such impacts. Given India’s global commitments related to carbon emissions, strengthening research capacity in support of policies to mitigate climate change risks is of vital interest.

Key Responsibilities

The selected candidate will play a leadership role in setting up the Centre in a time-bound manner, which will include the overall research and impact objectives, staff structure, and sustainable financing mechanism over a period of three-to-five years.

The candidate would provide intellectual and technical leadership, strengthen NCAER reputation, and develop and conduct policy-relevant research. He/She will conduct policy-relevant in-depth research in areas at the intersection of climate change and development economics (e.g., economic growth, poverty, inequality, gender), public finance, macroeconomic analysis, and financial sector, including on climate change transition in energy, transport, and urban sectors. The job also requires working closely with international experts and agencies partnering with NCAER for its climate change work.

It is expected that the candidate will:

  • Supervise and engage in the execution of a portfolio of research projects/grants including developing research proposals, relevant research methods, data collection methods, timely delivery of research outputs, and technical advice to NCAER’s sponsors;
  • Deliver agreed research outputs to sponsors on a timely basis consistent with NCAER’s quality norms, publishing in peer reviewed journals, and preparing accessible policy briefs for policymakers;
  • Maintain a strong research and publication pipeline and contribute to high quality content for disseminating NCAER’s research in the areas of interest;
  • Foster collaboration among economists and policy makers to strengthen NCAER’s reputation and influence, and identify opportunities for attracting research grants;
  • Contribute to research dissemination; senior faculty’s interaction on climate change issues with policymakers at state and central government levels independently; and,
  • Mentor junior economists and research associates.

Job Qualifications

  • An advanced university degree in economics or related field (Ph.D. preferred), supplemented by a minimum of 10 years of full-time relevant professional experience for a Senior Fellow and 10-15 years for Professor.
  • Excellent general skills in economic analysis (including economic policy modeling and policy analysis) with expertise in the areas at the intersection of climate action and development economics (e.g., economic growth, poverty, inequality, gender), public finance, macroeconomic analysis, and financial sector. Candidates with relevant economic skills and with sectoral focus (Energy, Transport, Urban, and Agriculture) on climate change transition will also be considered.
  • Excellent writing, communications, and presenting skills.
  • Strong interpersonal skills, a flexible and cooperative attitude, and the ability to work effectively with people at all levels. Ability to work both independently and in teams.
  • Superior time/project management skills are essential.

A salary that is fully competitive and commensurate with market rates and the experience of the right candidate.
